Chairman of the Electoral Commission, Dr Kwadwo Afari Gyan has stated that pink sheets unlike ballot sheets are not considered as sensitive materials.

According to him, pink sheets and ballot papers were not in the same category of sensitivity.

“Ballot papers are not just critical but also sensitive materials. Sensitive in the sense that if they fall into the wrong hands, they will corrupt the outcome of the election; so according to our classifications, ballot papers and pink sheets are not in the same category,” he stated.

Dr Afari Gyan further mentioned, “The pink sheet without the polling station number written on it is not a sensitive item. A ballot paper is sensitive and must be treated differently from other things.”

On his third day of cross examination of the Chairman of the Electoral Commission, lawyer Philip Addison also queried Dr. Kwadwo Afari Gyan on his claim that ballot boxes and tamper evident envelopes did not have numbers.

This was after Dr Afari Gyan had indicated in his evidence-in-chief that no such numbers existed.

According to the EC boss, what was important was to secure vaults in which to keep the election materials and have it police guarded if necessary. This, he said, was important because it was possible to fake some of the materials in this era of electronic advancement.

Dr. Afari Gyan also admitted that some special voting centers had codes whilst others did not.

“If it is a center which is not ordinarily a polling station, it will have a code or designation… some will have codes, others will not… if it is a temporary indication of where the voting will take place, it will not have a code in the same sense as the polling station,” he stated.
